1964 - Borderline
Ethics are not Enough
President Edwards told the membership at the 1964 Annual
General Meeting that, “if this organization is to gain in stature, if it is ever
going to be recognized as a professional body by other than its own membership,
then borderline ethics are not enough.” He went on to say that the only reason
any individual or any firm is chosen to do any legal survey work should be based
strictly on the merits of that individual or firm and not the cost. To that end,
the membership passed a motion under new business that it be considered conduct
unbecoming for a land surveyor to offer his professional services at a rate of
remuneration lower than the minimum rates set out in the Tariff of Minimum Fees
for Legal Surveys.
Also at the 1964 Annual General Meeting, the membership learned that the new
Alberta Land Surveyors Act was in the hands of Legislative Council and expected
to be introduced in the Legislature very soon. In another legislation matter,
the Director of Surveys had asked for an amendment to the Surveys Act to require
that surveyors’ numbers be stamped or otherwise suitably marked on each standard
post planted. To that end, all Alberta Land Surveyors registered since
1910 were
allotted a registration number.
The membership considered a motion asking the Program Committee for the
1965
Annual General Meeting to try to limit the Association’s share of the cost of
the meeting to $700 and that, as the entertainment of the ladies is not a just
charge against the Association’s funds, the Committee was asked to consider
levying a charge for registration of the ladies attending the meeting to help
defray some of the expenses. There followed some discussion, in the course of
which it was suggested that members’ wives be invited to vote on the motion.
However, it was pointed out that the Annual General Meeting is one occasion in
which members are legally able to make decisions without consulting their wives.
The motion was carried.
